The evolution of digital regulations in Andorra initiated in 2020 through the initiation of a governmental initiative known as Horitzó 23. A significant component of this initiative was the enactment of Andorra’s Digital Assets Law, 24/2022. This law was incorporated as part of the Horitzó 23 framework and holds the objective of revising and elucidating the legal framework governing digital assets in Andorra. A noteworthy provision within this law grants the authority to introduce programmable sovereign digital currency (DDSP) or Central Bank Digital Currencies (CBDCs).

There are no concrete details available on the current status of CBDC work in the country.
